I would definitely remove the hinged shelf.
As for the recessed backing panel, it appears to be doing a nice job of filling the hole in the wall. It looks like it is made of steel or other strong material. If so, I would mount a TV onto it. If the TV is positioned for great viewing, don't get fancy with a swing arm. Just mount the new TV to it and be done.
If the viewing angle flat to the wall isn't good, mount the TV at the ideal viewing angle using spacers and such, as long as the TV does not interfere with every day life. Swing arms should be used only if a "fixed" mount doesn't work for your particular situation.
As always, get the biggest TV that will fit comfortably beyond the recessed area without interfering with other things. When it comes to TV's, the bigger the better.
Another consideration is a sound bar. Many smaller flat panel TVs don't offer enough audio volume to overcome the noise of a moving motor home, or when the a/c unit or furnace is running.
