Yes it is. It's available to people who were first eligible for Medicare before 2020. And anyone who currently has a Plan F can keep it (and in fact may not have a choice if they're in a state that allows medical underwriting when buying a supplement outside the initial enrollment period, and their health conditions won't pass underwriting).
Generally Plan G is cheaper than Plan F even taking into account having to pay the Part B deductible, so I would wonder why someone would want to obtain or switch to Plan F, but being a bad idea is not the same as not being available.
