For Walmart/SAMs, it usually is ordinance driven. I stopped at a Walmart in Portland OR and was told that the sheriff would pull into the parking lot about 10 pm and start issuing tickets to campers.

we wound up at a walmart posted no overnight. i asked was told no. saw a cop car
asked where we could stay [ we were lost ] she called wallmart they told him i asked.
he told me to stay where i was and have a good night sleep. and at shift change
he would tell them it was ok. guess it pays to ask
ps. cop said they had a lot of homeless thats why it was posted

Everybody needs to understand, that Sam's and Wal-Mart more than likely have nothing to say about this. It is more than likely a city ordinance that's what is going on. How do I know that, well I have been driving for Wal-Mart for 20 years. Guess what, there is a lot of Wal-Mart stores where we can't even layover.
