City ordinances can apply to private property if they're written in a way to do so. This one says it applies to "a public street, park road, or parking lot."

If that doesn't convince you, look at this provision: "Section 86.0139(a) does not apply to any oversized vehicle on a public street while actively engaged in loading or unloading goods, wares, or merchandise from or to any building or structure."

Since this exception doesn't include "parking lot," under your interpretation, trucks could load and unload on city streets between 2:00 a.m. and 6:00 a.m., but not in any parking lot in the city.

San Diego

40-50 east of San Diego there are some pretty amazing National Forest lands (BLM, USFS). There are both campgrounds and dispersed camping areas.
Less than 1 hour to the water in San Diego, no need to hassle with the city. Go in for the day (park at Mission Bay) and then go back to the forest land.

Have your cake and eat it too!

Thanks, this is what I was looking for when I started this post. Is there a site or something I can use to find some of these locations?

But, caution should be exercised if urbandocking at the "Old Town Transit Center". Heavily patrolled by MTS Police (Transit System Cops) focused on the transit system facilities and trains.

A major part of the county is Cleveland national Forest...see their RV Camping overview here:

How to Find?

My go to resource is Campendium, a free app that is great. It has GPS coordinates for everything. Freecampsites.net is ok.

As well for boondocking I use US Public lands app. I think it costs $2.99. When you are dispersed camping you need to be sure if you are on USA land, or state land or private land sometimes. They are not always continuous. This app takes your GPS coordinates and lets you know "who's" land you are on, YOUR Land.. which is BLM and National Forest, or State or private land. If you dont boondock much you may not need this.

Keep in mind dump stations, Mission bay is free, at least for now. most RV resorts do not have these amenities.
