Just saw this question ... in my experience that means the wiper blade has slipped on the stub that sticks out of the front cap, either from being loose OR from being improperly mounted (dealer did that one for me). Loosen it up and put it on in what you think is the correct position, tighten it down, and try it. If the stub or wiper arm is stripped, wrapping the stub with a round or two of electrical tape of something similar before you put the wiper arm on might help.
