If it is still available I could use the below manual which hopefully will talk about the priority valve and how to find and and check it.
"I have a spartan hydraulic troubleshooting manual and it ways don't change the hyrdraulic pump unless you checked the priority valve. Not familar with your system, if the steering works off the same system, there is a priority valve that gives flow to the steering first, and fan second. Easy to inspect this valve."
Thank you for your offer. I have torn the unit down and taken the motor to a starter shop that I have done business with in the past. Buddy recognized the motor and is going to order a replacement. Should work out ok.
