I had the same issue! wipers come on at random times! 1992winnebago brave 27rc.

what I have found IN the manual is: (SEEMS to have corrected MY problem)

WIPER DELAY SYSTEM:
DO NOT turn the normal wiper switch ON. the wiper delay system works INDEPENDENTLY of the NORMAL wiper system.
ON:
move the slide switch toward the FAST position. you will feel a slight "click" as the switch turns ON. the wiper will make one sweep and stop for a delay period.
ADJUST:
I won't copy THAT text... it's self-explanatory.
OFF:
to shut the delay switch OFF, slide the switch ALL the way to SLOW side until it "clicks"
