Wiper Low and High not working - delay works
 

I have a 2003 Allegro on a workhorse chassis. I went to use the wiper but the low and high would not turn on however the delay works fine. I know the motor and fuse is good. I'm not sure if the problem is the steering column swith or if there is a control board. All of the other functions work fine, ie high/low beam, cruise, turn signals, and wiper delay.

Does anyone know if there is a control board, if so, where is it located and what does it look like? Also, how hard is it to change out the switch?
