I've seen the D Shell connectors either properly mounted in a steel flange or simply tucked out of the way like it was a bother. Typically the OE wiring harness will try to locate the connector in the vicinity of the steering wheel.

Look in the last bay on the passenger side. There are a couple of round plugs plus your block heater plug

Diesels typically use J1939 protocol not OBD-II. Often there is a connector under the dash near the driver's left leg and/or in or near the engine compartment. Our coach has one under the dash and one in the fuel filter compartment located all the way aft on the passenger side.

Correct, Cummins uses their own Insight Diagnostic software. OBD11 does not work.

Cummins shows the 6CTA engine as a generator engine from what I've found.
