Typically when bonding rubber to metal you use Weather-stripping Adhesive. 3M and Permatex make them. You may also be able to find it in a double sided tape. Here are some tube/liquid ones.

Permatex (clear): https://www.amazon.com/Permatex-8063...8089475&sr=8-1

3M (yellow, they also make black): https://www.amazon.com/3M-08002-Yell...xpY2s9dHJ1ZQ==

Most auto parts store will carry the Weather Strip adhesive and may also carry the double stick tape for the same.

Not sure, but BELIEVE crystal Clear LEXEL (=NOT a silicone) might be a better adhesive than the 3M YELLOW contact cement rubber adhesive? Maybe need to apply MASKING TAPE to hold until dried enough, but again, CRYSTAL CLEAR/ NEAT; You can also MASK edges to control smear, make easy cleanup? (Edit: Suspect that was originally a double-faced tape?)

I would go with contct cement just be sure you are lined up when putting back together. you will not get a second chance.

Weather stripping cement also come in black. I have a tube and if the surfaces are prepped correctly, it works good. That's what's it's made for.

I agree weatherstrip adhesive would be a good choice. Just be sure to allow plenty of time for it to dry. Once it sets up it provides a strong bond.

Looks like the vinyl fits into a channel that locks it into place with no adhesive. Can it be removed, cleaned, degreased and fit back into the original channel? Maybe use a heat gun to get it flat again when it is off?

The black weatherstrip adhesive is heavier duty than the yellow. Dries quickly & is easy to use.
