I had the exact same model but a 2007 and that is for power steering. Mine had the power gear electric levelers so there was no hydraulics for the leveling system.

When camping I always lower the bags before leveling the coach, but at the tire shop on level concrete they put some wood blocks under the jacks and I did not dump the air first.
