Jacking wheels off the ground

I see people post that the wheels shouldn't be jacked off the ground all the time. I don't get it. Unless the ground is perfectly level, the jacks have to take one or two wheels off the ground. ...

When to use it and when not to. From my limited experience, it is nice in heavy traffic or on slower roads. I suspect it costs in fuel efficiency as we don't coast as far.
