That graph is not valid for an AGM battery. They have full charge voltages between 12.8 and 13.1V depending on the manufacturer. You need numbers from your manufacturer to evaluate.

100% correct. There is no way to know the storm won’t turn or that other tornadoes won’t form. Your primary concern is avoiding flying debris, and a basement is the most accessible place to do so.
