You could put in a gear vendors over drive and it basically turns your 3 speed into a 6 speed and you electrically shift it. But they are expensive to buy.

Well I'm in Alberta and You will never get pulled over here like you will in B.C. I called Dot and they said if it looks really unsafe you might get pulled over but other than that it's unlikely....

Lol I didn't mean it that way at all. What I meant is that when somebody buys a vehicle that is over 10 years old and has to get it safetied, it usually isn't a problem if they've changed the rear...

The other thing I just thought of is that the old 3500lb axles were removed and 7000lb installed plus a 3rd axle and since it's unsprung weight if anything it just made the frame stronger by tying it...

Only way to get it right is to pull the carb completely apart, clean, pressure test the needle and seat to make sure it seals and reassemble. Blow out all the orfices with compressed air.
