Can you make a mark on a tooth on the flexplate, then count the teeth as you slowly turn the engine over? Then count the teeth on the old flexplate. Could be you have a different one.

Check the starter nose end for any marks to indicate it's hitting the ring gear. Maybe even try it with the bolts loose just a turn or 2. Also, look at the ring gear itself for signs of housing...
