The Vernona 34 super C I just looked at online showed a 34,000 lb GVWR with a 20,000 lb tow rating. In NY, he will need the “R” endorsement, if he wants to be legal.

NY has an “R” endorsement, for RVs over 26,000 lb GVWR. It’s not a CDL, but should be all you need.
