If you look into it I think you will find there is one set of power leads coming out of the converter/charger connecting to the 12 V line. So is the house battery bank. No other connections so what...

If it is not charging the batteries it is dead...

If it is not charging the batteries it is dead and you might as well disconnect it. That removes any chance it will interfere with using your external charger to charge in place.

If your converter is limping it would keep them...

If your converter is limping it would keep them charged. Things like that do not half work. It is all or nothing. What is really going on?

And yes, you can charge in place.
