It could be to be in compliance with local ordinances. If that is the case I would think it is better PR to enforce the ordinance that way then to tow people. It is easy to blame government...done...

As another said, it may be W/M policy to allow parking over night but many municipalities are passing ordinances against this. W/M can not control those issues.
