I think what me and others mean by only airing up a couple times a year means the tires hold air pressure well and dont need re-airing. One of the benefits of tpms system.

Meant the non flow thru. Smaller and less likely to have leaking problems. Unscrewing caps is no harder than taking off any valve stem cover to add air. Only a couple times a year normally anyway.

You will need a separate 15 amp circuit. Most draw 10amps or so.
