Then the fuses you refer to may be for that system. The toilet fuse in mine is next to the main breaker box.

Just a thought before tearing into things too deep, have you tried bypassing or disconnecting the battery boost/jumper solenoid to see if that could be the culprit … solenoids are known to short out.
