I would take the steering wheel off and take it to an automotive upholstery shop. That would be a lot cheaper than buying a new wheel.

I had the same issue with my latch. I found "shouldered" nylon bushings at Ace hardware (take the shaft with you). If my memory is correct I think the inside bushing was to wide and I sanded it down...
