We typically turn off the electric and diesel when we are leaving for the day. It only takes 15 minutes to heat back up to 110 so why not save the energy. The 400D constantly circulates hot water when on so added heat when it is AC weather. In cold weather below 40 or so then the electric element is on round the clock and the DB is turned on for shower or dish washing and again turned off unless temps are going to be well below freezing and the heat is needed in the basement. We go into the habit of turning off things due to staying in several parks that meter your electricity even on daily site rentals. If they have high rates such as 017 or higher then DB instead of electric element. Every situation is different and every day is different, just do what works for you.

OP..........
Just realized WHY you were asking the question of turning water heater off


You had an issue with electric element which took forever to find/locate/access and then access was very limited.


So in your case.....always turn off the electric

And do NOT turn it on when WH Tank has been drained (best to open AC circuit breaker as routine when draining water heater!!!!)


If you don't turn them on when water heater is empty should not have to replace for years and years just like residential units.
